He knows that if he goes in there Hyde will know he was in there, so he's using the dogs to deystroy the tent and Hydes things for him. That way no one will suspect him, and think the dogs did it on their own.
Because remember he's still a circus worker and has his job to think of.

hyde had been there before he was standing next to Nathan and saved him from Mauler/Maimers attack. he is whispering his suggestion i'm just to lazy to mention he is whispering it to Mina i shall do so now though. since Hyde was/still is a worker of the circus he does't have to be in a cage (and never would/could be seeing how he could easy break out of it if he wanted to) he's one of the guards.
